| Abstract | Economists have always viewed Gross National Product(GNP) as an inadequate measure of welfare of economic progress. Recently they have begun (again) to take happiness seriously. And in 2004 Bhutan became the only conutry in the world to measure its wellbeing by Gross National Happiness(GNH) instead of GNP.
Reasons for our renewed interest in subjective wellbeing include:
．Happiness is basic to human motivation.
．Advances in neuroscience make happiness objectively measurable, at least in principle.
．While income in the developed world has dramatically increased, happiness has not.
．Often people's choices -- e.g. what to buy, how many hours to work -- do not seem to bring happiness.
．Research shows that many other things besides income influence happiness. This has implications for economic policy.
Perhaps none of this would surprise a Buddhist. This paper explores the common ground as well as the inconsistencies between these recent research findings and ancient teachings.
經濟學家們一向把「國民生產毛額」作為衡量福利與經濟成長的片面指標，直到近年來才開始(重新)認真地看待快樂的重要性。2004年不丹成為世界上唯一以「國民快樂毛額」取代「國民生產毛額」衡量國家福利的國家。
本文之所以將福利的問題拿出來重新探討，原因如下：
．快樂是人類最基本的行為動機
．神經科學的日新月異讓我們可以客觀地衡量快樂，至少在理論上如此。
．雖然已開發國家的收入顯著提昇，但人民的快樂卻沒有相對提昇。
．人們的選擇(例如購物的內容、工時的長短等等)，似乎沒有為自己帶來快樂。
．研究顯示，除了收入之外，還有許多因素影響快樂指數。這對於經濟政策而言有一定的意義。
對於上述種種，佛教徒或許不感驚訝。本文將針對新的研究成果與古聖先賢的教示進行比較，探討其間之異同。 |
