불교적 이상사회를 논의할 때 ‘지속가능한 발전’은 핵심적 의제이다. 유엔은 ‘단한 사람도 소외되지 않는 세상’을 슬로건으로 한 ‘지속가능한 발전’을 인류의 공동목표로 제시했다. 하지만 유엔이 지속가능한 발전을 끊임없이 전파한 지난 30년 동안 미국과 영국이 주도한 신자유주의가 지구촌을 지배했다. 종주국인 미국을 비롯해 세계적으로소득불평등이 급증했다. 같은 시기 한국에서도 비정규직 비율과 자살률, 청년실업률이 가파르게 치솟았다. 우리가 지속가능한 발전을 논의할 때 현실과의 괴리를 극복할 접근이 필요한 까닭이다. 현실과 어긋난 지속가능한 발전 논의에 붓다의 지혜가 새 길을 열어줄 수 있다. 무엇보다 먼저 현실을 있는 그대로, 곧 여실지견으로 바라보아야 한다. 지속가능한발전의 담론이 이뤄져 온 발밑의 사바세계 현실은 자본주의 사회이며, 자유시장경제와 사회적 시장경제가 있다는 사실을 직시할 필요가 있다. 불교 경전에 나타난 이상국가는 사회적 시장경제에 근거한 북유럽 국가보다 훨씬 강한 수준의 복지국가이다. 권력자원 이론이 입증했듯이 북유럽 복지국가를 만드는 객관적 조건은 노동운동과 그에 기반을 둔 진보정당이다. 불교적 이상국가가중도국가이고 복지국가라면 노동운동과 진보정당의 논의를 묻어두거나 외면할 것이 아니라 적극 제기해야 옳다. 주체적 조건으로 사회적 깨달음과 깨달음의 사회화가 필요하다. 불교적 이상사회를 이루려면 중도와 연기의 지혜에 따라 한 걸음 한걸음 지금 여기의 중생과 더불어 나아가야 한다.
Sustainable development is a key agenda when we discuss the ideal society of Buddhism. The United Nations proposed 'Sustainable Development Goals' with the slogan 'Leave no one behind' as a global goal. But over the last 30 years, when the United Nations has been continuously spreading sustainable development, the neoliberalism led by the United States and Britain has dominated the global village. The inequities in the world, including the United States, have deepened. In the same period, the proportions of non-regular workers, suicide rates and youth unemployment rates have increased. Therefore, it should be based on reality when discussing sustainable development. The wisdom of the Buddha can open a new path to the discussion of sustainable development that is based upon reality. First of all, we have to look at reality as it is. The social reality in which sustainable development is discussed is capitalism. Capitalist society is divided into the liberal market economy and social market economy. The ideal state of Buddhism is a much higher level of the welfare state than seen in the Nordic countries based on the social market economy. As the power resource theory has proved, the objective condition for creating a Nordic welfare state is the labor movement and its progressive political party. If the Buddhist ideal state is a nation seeking the middle way and it is a welfare state, it is right to publicize the discussion of the labor movement and the progressive party. The subjective condition is the social awakening and the socialization of the awakening. To realize a Buddhist ideal society, one step and one step, according to the Buddha's wisdom, we must move forward with the people here.
