Buddhism is humanistic in many ways and in a variety of the senses that the term "humanism " has acquired. The Buddha as a social reformer sought to establish human value，dignity，equal rights, freedom，justice and peace. There is no doubt that Buddhism has a very significant contribution to UNESCO's effort in evolving Universal Ethics or a Common Framework for Ethics of the Twenty-first Century. In this paper are discussed the origin and evolution of UNESCO Universal Ethics Project with special reference to the thinking of the Project's prime movers. All concepts examined in the preparation of common ethical framework are intrinsic to the principles of Humanistic Buddhism. To illustrate this conclusion，the Buddhist contribution to Universal Ethics in the following areas are highlighted：(a) Democracy and Freedom; (b) Dialogue; (c) Respect of Human Life and Non-violence; (d) Human Dignity and Gender Equality; and (e) Tolerance and Peace.
