| 抄録 | 法鼓山的方法 —「提倡全面教育，落實整體關懷」。此研究正是要規畫願景與實務方案來建立法鼓山成為金山／北海岸地區面對複合性災害之區域急難救助公共空間，並且具有引導避災、應變災害與心靈歸屬功能的區域中心，讓此區域的民眾心安平安，知福幸福。本研究依此理念，提出「法鼓山於金山地區災害應對策略藍圖」，並分類成「災害前」、「災害後」與「地方災害行動研究」三個行動項目，以落實法鼓山整體關懷計畫的一環。
本研究以金山／北海岸地區之地理資訊系統（Geographic Information System, GIS）為主要的研究工具，進行此地區的環境基本背景分析，以及完成評估此地區可能遭受的自然環境災害與複合性災害的狀況，包括水災、土石流、斷層／地震、海嘯與核災等；這其中法鼓山園區距離山腳斷層僅約1.5公里，以及與核一廠、核二廠直線距離分別僅約為5.7公里與6.2公里，將會是所面對最大的災害威脅所在。另外，針對新北市所公告的二十九處與金山區公所所公告的十處金山區避難社區公共空間，進行空間之現況分析與調查，結果發現新北市所公告者，僅有四處地方處於海嘯發生時較安全的區域，而金山區公所所公告者，僅有一處處於較安全的區域，即絕大部分公部門所規畫的避難社區公共空間均位於海嘯高度危險區域。另外，本研究已繪製出金山區域遭遇海嘯時受災的範圍、影響的人口數與逃生方向的路線等，並以金山綜合高中與國小為範例，分析逃生路線與建築物之海拔高度安全性評估。
在本研究所提出的「法鼓山於金山地區災害應對策略藍圖」中，僅少數議題項目有初步的展開，如「災害前」中的「災害模擬」項目，其中的「定點演習」已有計畫逐步展開，而「區域評估」即為此報告所揭露的研究內容。未來依然有相當多的重要課題等待執行。
AbstractThe Dharma Drum Mountain approach is that “to promote comprehensive education and extend loving care to all.” Based on this, this study will supply various analysis information to plan the Dharma Drum Mountain for the issue of facing the complex disasters and supplying a regional emergency public-space in Jinshan / North Coast. Moreover, we will provide a management proposal to guide the Dharma Drum Mountain to be the regional center for disaster prevention and loving care to all in the future. Based on this, this study provides a “The disaster response strategy blueprint for Dharma Drum Mountain in Jinshan.” This strategy blueprint is classified three action items: Pre-disaster, Post-disaster and Local disaster action research.
This study shows the environmental information of Jinshan and North Coast region by using geographic information system (GIS) as the main analytical method. The various environmental disasters or complex disasters which could be suffered in Jinshan and North Coast region, including floods, landslides, faults / earthquakes, tsunamis and nuclear disaster have showed in this study. The result indicates the nuclear disaster could be huge threat due to the linear distance between Dharma Drum Mountain and Nuclear Power Plant 1 & 2 are only 5.7 km and 6.2 km, separately. Another serious threat is earthquake because of the mountain-foot fault only 1.5 km distance from Dharma Drum Mountain. In addition, we find the official refuge public-space (new Taipei City publishes 29 places, Jinshan district office publishes 10 places) almost locate in high-risk tsunami area. Moreover, the study has drawn the suffer range, population of impact and escape routes when tsunami hits Jinshan area. We also show the Jinshan high school and elementary school for example to evaluate the campus escape routes and buildings altitude safety assessment for tsunami.
In “The disaster response strategy blueprint for Dharma Drum Mountain in Jinshan,” only a few issues project be implemented, likely regular exercises and regional assessments in disaster simulation of Pre-disaster are showed in this study. There is still a considerable number of important topics awaiting execution in the future. |
