| 抄録 | 일제강점기 불교계는 일본의 식민통치에 저항하는 항일운동을 전개하기도 하였고, 다른 한편으로는 식민통치에 협력하기도 하였다. 항일운동은 발굴해서 현창하고, 친일행위는 반성의 계기로 삼아야 한다는 점에서 두 분야 모두 연구가 활성화되어야 한다는 점에는 재론의 여지가 없다. 1919년 3·1운동은 식민지 시대 최대의 항일운동이었다. 3·1운동의 여파는 해외로, 해방이 되기까지 기념식이 이어졌다. 1919년11월 15일 중국 상해에서 대한승려연합회 대표자 12명의 이름으로 발표된 「대한승려 연합회선언서」에 관해서는 몇 편의 연구논문이 발표되었다. 이 논문의 필자들은 각기 「대한승려연합회선언서」의 기초자를 달리 보고 있는데 신상완·이종욱·백초월로 추정하고 있다. 현시점에서 왜 이러한 현상이 일어났는가에 대한 해명이 필요하다. 필자는 백초월이 「대한승려연합회선언서」를 집필하였다고 본다. 따라서 본고에서 백초월이 「대한승려연합회선언서」를 집필하였다는 논거를 제시하고자 한다. 나아가서 이 선언서가 무엇을 주장하였으며 그것이 불교의 어떤 사상과 맥이 닿고 있는 지를 언급한 논문이 없었다. 선언서에 담긴 내용을 분석하는 것은 매우 중요하다. 왜냐하면 선언서는 일제강점기 식민통치를 부정하고 독립의 정당성을 주장하는 내용을 담고 있다. 어떤 연구에 의하면 독립선언서는 103종이나 된다고 한다. 선언서는 발표 주체와 기초자에 따라 담기는 내용이 다르다. 독립선언서는 식민 치하의 일본의 학정을 규탄하고 독립이 되는 순간까지 투쟁을 결의하는 내용이 담기는 것이 일반적이다. 그렇지만 「대한승려연합회선언서」는 불교계에서 발표되었기 때문에 일제에 대한 투쟁을 넘어서 세계평화를 주장하는 내용이 담겨있다.
In the Japanese colonial period, there were not only anti-Japanese movements against the Japanese colonial rule, but also pro-Japanese actions which helped colonial control of Japan in Buddhism circle. In case of the anti-Japanese movements, they must be found out and stood out clearly. However, the pro-Japanese actions should be taken as chances of reflection. At this point, it is beyond question that two parts' studies should be activated. The March First Independence Movement in 1919 was the first anti-Japanese movement in the colonial time. The after effect of the independence movement was led to overseas. The anniversary has lasted until the liberation. Several research papers were issued about 「The Declaration of Korean Buddhist Monk Association」 announced by 12 representatives of Korean Buddhist Monk Association in Shanghai, China on November 15, 1919.
When some papers are examined respectively, they have different views about the drafter of the declaration. At this point in time, we need some explanations why this situation has occurred.
The writers of these thesis insist on the drafter of 「The Declaration of Korean Buddhist Monk Association」differently each other. In the context of this situation I need to sum up these theories. I think that the drafter of 「The Declaration of Korean Buddhist Monk Association」is Bae Cho-wol. I would like to provide the authority. Furthermore, there were no papers on what this declaration suggested and what this has in common with philosophy of Buddhism. It is very important to analyze the real contents of the declaration because this includes the contents that denies Japanese colonial rule and insists on the justification of Korea's liberation. According to other researches, there are 103 kinds of Declaration of Independence. The declarations' contents are different in accordance with the main agents of the announcements and the drafters. The Independence Declarations' contents usually contain denunciation and resolution of struggle against Japan under the colonial control. But, since 「The Declaration of Korean Buddhist Monk Association」 was issued in the Buddhism circle, it contains the suggestion of world peace beyond the fight against Japan.
I, the writer take notice of this sort of point and try to arrange previous debates concerned with the drafter of this declaration. And, I try to review the main ideas represented in the declaration.
