The title of this case study research is the research of Tzu-chi relief foundation develop community resource recycle system in keelung. In order to explore and construct the characteristics and the role of Tzu-chi''s implementation of community resource recycle system, the case study employed observation, in-depth interview, document analysis as the data collection techniques. The development of Tzu-chi resource recycle system in Keelung is one of the paragon in Taiwan Tzu-chi. It has integrated journey to develop resource recycle system. The original resource recycle in new country community has experienced the process role of junkman, the role of community trash cleaner, the role of resource recycle implementator, and the role of environmental educator. Through this process, tzu-chi has find out it''s own operation protestation. It''s characteristic are 1.The money from resource recycle are totally donated to social welfare affairs. 2.Tzu-chi brings into exercise it''s donation protestation to conscribe trucks and residents. 3.Tzu-chi improves the flow of community resource recycle system and reduces the workload of resource recycle and elevates the inclination of residents to join the system. The role of Tzu-chi develops resource recycle process are 1.the role to enlighten the resident''s spirit of service to others. 2. The role of planner and evaluater of community resource recycle system. 3.the role to maintain residents continuing participate resource recycle. 4.the role of resource recycle propaganda and education. 5.
