地域共生社會的理念與實踐 − 以日本社會福祉法人佛子園行善寺為例=Philosophy and practice of Regional symbiotic society –The study of the Japanese social welfare legal person BUSSI-EN GYOZENJI
Japan's elderly population will reach 30% of the population by 2025. The Japanese government gradually attaches importance to the issue of community care. Hence, the Ministry of Health Labour and Welfare proposed a "regional symbiotic society" policy in 2016. The Japanese social welfare legal person BUSSI-EN GYOZENJI is an integrated service organization. They provide different service than the general single service object welfare service organizations. They provide services not only to the disabled, children, elderly people but also the community residents. The BUSSI-EN GYOZENJI takes "mishmash" as its main business philosophy. They emphasize social inclusion, normalization and hope to create a community of integration. This study took the GYOZENJI as the study subject and adopted the case study method. The data was collected from documents, archival records, interviews (with 4 staff members), and participation in observation (for 14 days). The main purpose of the study is to:(I) Explore the concept of Japan's regional symbiotic society. (II) Introduce the environmental design and service of the Japanese social welfare legal person BUSSI-EN GYOZENJI. (III) Analyze the practical operation of the BUSSI-EN GYOZENJI with the concept of regional symbiotic society. We found that:(I) GYOZENJI uses space design to fulfill the symbiotic concept. Regardless of gender, age, physical or mental disabilities, every participants can use the GYOZENJI freely. The GYOZENJI is like a small community area. (II) GYOZENJI creates an environment in which "no one is excluded", and provides the user-centric welfare service with social inclusion and normalization core value. (III) GYOZENJI breaks the boundaries between care recipients and caregivers with interpersonal communication and creates a supportive relationship. (IV) It is important to pay attention to the withdrawal of governmental responsibility caused by regional symbiotic society policy. The responsibilities between the central and local governments should be well defined.
