Abstract常不輕菩薩行出自《法華經‧ 常不輕菩薩品》,講述常不輕菩薩對於眾生的態度,並提到眾生將來當得成佛。常不輕菩薩為何,以及在何基礎上,認為眾生將來當得成佛?中國僧人對於常不輕行如何理解與提出不同的主張,又是如何實踐常不輕行?中國僧人對於常不輕行的理解有不同的階段與方向,首先是《法華經》本身對於常不輕行的記載,眾生將來當得成佛的原因在於行菩薩道,當中並無佛性之說,亦可見於道生與法雲對《法華經》的注疏;《法華論》以佛性解釋常不輕行,佛性成為眾生將來當得成佛的原因,往後的中國僧人依循此一解釋,包括智顗、吉藏、窺基、信行等。以佛性理解常不輕行與眾生將來當得成佛的基礎上,各個有不同的差異與著重點,如信行強調實踐,並加入自身的惡此一主張、窺基則將佛性由所有眾生限制為具有特定種性者。常不輕行為三階教代表性的實踐之一,但卻很少見到個別三階僧俗行常不輕行的記載。目前所見行常不輕行者僅有德美與端甫,德美為三階教徒,在三階教的傳統中實踐常不輕行、端甫則可能在唐玄宗禁毀無盡藏與三階院,使得三階教與其他教團、僧俗產生更多互動,三階教理與實踐方式擴散的過程中,受到了影響而有常不輕之行。
