| Abstract | 본고는 글로벌 시대에 불교의 세계화 방향을 모색하는 맥락에서 한국불교종단을 대표하는 조계종의 국제화 정책과 문제점을 검토하고 미래의 발전 방향을 제안하였다. 대한불교조계종의 국제화 이념은 종헌과 관련 법규에 이미 제시되어 있으며, 현 종단 집행부의 역점 정책 사업으로 설정되어 사회부 국제팀을 중심으로 상당한 성과를 올리고 있다. 한국불교문화의 국제홍보와 외국인 템플스테이 교육, 국내에 있는 여러 국제불교 단체의 자발적인 봉사와 교류활동 등은 앞으로의 세계화 불사에 큰 희망을 갖게 한다. 또한 종단 대표가 종교지도자협의회의 주도적 역할을 하면서 대한불교조계종의 위상 향상과 종교대화와 국제교류 활동에도 괄목할 만한 성과를 보이고 있다. 그러나 해외 주요 불교국과 비교해 볼 때 조계종의 국제화 전략과 그 시행은 아직 초기 단계에 머물고 있다고 볼 수 있다. 특히 기독교의 활발한 해외선교 전략과 비교해 볼 때 매우 큰 차이를 보이고 있다. 한국불교 세계화의 과제를 성공적으로 수행하기 위해서는 먼저 국제화에 대한 필요성 인식과 비전의 대전환이 필요하다. 대한불교조계종의 업무를 전담하는 기구가 너무 소략하며, 해외 포교를 위한 전문연수교육기관이 없다는 점이 가장 큰 문제이다. 국제화 전략수립에는 먼저 기초자료 조사와 기획이 필요하다. 언어권별 불교도의 현황과 사찰의 파악, 해외포교의 원력을 가진 스님 및 재가자의 발굴과 지원, 국제포교와 국제불교회의 참가 전문가 양성과 교육훈련 등에 관한 체계적인 정책이 시행되어야 한다. 이를 위해서는 무엇보다도 재정적 지원이 선행되어야하므로, 국제포교를 위한 특별 기금을 종단과 범불교도 차원에서 시급히 마련해야 할 것이다.
1,700여년 한국불교 전통을 대표하는 대한불교조계종의 국제화정책과 그 실천은 다른 한국불교 종단의 세계화전략의 모델이 되어야 한다. 그러기 위해서는 국제화정책 기획, 재원학보, 전문 인적자원 교육. 세계 공용어인 영어 및 외국어 교육, 국제포교연수원 설립, 교구별 해외 거점 사찰 건립, 새 국제단체 창립의 주도, 해외 불교의 적극적 수용, 국내에 체류하는 외국인 근로자 지원과 포교, 서구문명의 이해와 종교대화 교육 등의 제 문제에 대한 구체적 청사진 제시와 그 실천이 따라야 할 것이다. 불교의 세계화는 단순히 한국불교의 전파 차원이 아니라, 전 세계 불자들의 공조와 파트너쉽으로 성취되어야 할 이 시대 대승보살들의 대작불사인 것이다.
The present study is concerned with the problem of the internationalization strategies in Korean Buddhist the Jogye Order in the context of the global era. Here called internationalization strategy means the direction of all the activities and objectives to be planned and executed to perform the task. This paper pointed out the following issues. First, What is the historical significance of acceptance of Buddhism among Western intelligences? Secondly, What are the current situations of internationalization strategies in the Jogye Oder in terms of its policy, organization, missionary exchange, management, and education? Third, what can we propose the internationalization strategies and directions for the future?
The ideals of Internationalization of Korean Buddhism has already been presented to the relevant laws of the Jogye Order. It is raising considerable achievements in the fields of foreign promotion of Buddhist Temple Stay, Buddhist cultural education, and voluntary service in the international exchange activities among the various Buddhist organizations. These achievements should have a big hope for the future of globalization.
But internationalization strategy and its implementation of the Jogye Order when compared to major foreign Buddhist countries is seen still in the early stages. Especially showing significant differences when compared with active overseas missions strategy of Christianity. In order to successfully perform the tasks of Korean Buddhist globalization, it is necessary to recognize the need a great change of the vision for the idea of internationalization. The crucial problem is that there is no specialized training institutions for the foreign missionary. It is required to establish the international Dharma training center.
The internationalization strategy requires basic fund and planning. Korean Buddhists should prepare for financing foundation, specializing in human resources training to do so. Globalization of Buddhism is not simply the propagation of Buddha Dharma, but it is the practice of Mahayana Bodhisattva’s Ideal to be achieved by cooperation and partnership among the world Buddhists.
