| Abstract | 83년 비상종단과 94년 개혁종단의 출범배경은 매우 유사하다. 비상종단은 신흥사 승려살인 사건 때문이었고, 개혁종단은 서의현 3선 강행과 상무대 비리의혹 사건 때문에 촉발되었다. 그러나 이러한 사건은 겉으로 드러난 원인에 불과하다. 보다 근본적인 원인은 종단내부의 병폐와 불만이 일시에 폭발한 것이었다. 또한 비상종단과 개혁종단의 출범배경에는 당시 시대상황과 무관하지 않다. 당시 사회적인 영향으로 불교계에서도 불교자주화와 종단개혁을 요구하게 되었던 것이다.
83년 비상종단과 94년 개혁종단의 개혁주체는 소장 승려들이었다. 비상종단의 주체는 청년불교도연합 소속 소장 승려들이었고, 개혁종단의 주체는 범종추 소속 소장 승려들이었다. 특히 범종추의 핵심 멤버는 ‘선우도량’과 ‘실천승가회’ 소속 승려들이었는데, 이들이 개혁을 주도했다.
83년 비상종단과 94년 개혁종단에서 추진했던 개혁내용은 율장에 합치하는 것도 있지만, 율장에 위배되는 것도 있다. 이것은 개혁을 주도했던 주체들이 소장 승려들이었고, 이들은 율장이나 불교교단사에 대한 식견이 부족했기 때문인 것으로 보인다. 결론적으로 개혁종단도 처음에는 의욕적으로 개혁을 시도했지만 나중에는 종권을 차지하기 위한 다툼으로 변질된 부분이 있었음을 부인하기 어렵다. 겉으로는 ‘개혁’을 내세웠지만 안으로는 부패세력과 손을 잡는 합종연횡이 있었던 것도 사실이다. 왜냐하면 개혁회의에 범종추 회원이 아닌 서의현 3선 가결에 동참했던 종회의원들도 다수 포함되었기 때문이다. 따라서 앞으로도 이러한 현상은 반복될 것으로 예상된다.
The causes launching the Emergency Order in 1983 and the Reformation Order in 1994 are very similar. The Emergency Order was set up as a result of the murder case of a Buddhist monk at Sinhungsa temple, and the Reformation Order was precipitated because of then president of the Jogye Order Seo Ui-hyun's coercive attempt to be reelected for a third term and an alleged corruption scandal in Sangmudae. But these incidents were just the tip of an iceberg. A more fundamental reason rooted in the ills and discontent within the Order that suddenly burst out. Besides, the establishment of both the Emergency and Reformation Order is closely related to the situations at each given time. Under the social influence of the period, the Buddhist world demanded independence of Buddhism and reformation of the Order.
The reformers of the Emergency Order in 1983 and the Reformation Order in 1994 were young Buddhist monks. The reformative leaders of the Emergency Order were young bhikkhus of Young Buddhist Alliance and those of the Reformation Order belonged to Beomjongchu (the Whole Sangha Reformation Promotion Commission). Especially, the core members of Beomjongchu who were monks of ‘Seonwudoryang’ and ‘Silchun Seunggahoe’ took the reformative initiative.
Some reformative measures promoted by 1983 Emergency Order and 1994 Reformation Order conform to Vinaya Piṭaka, but others do not. That seems to have resulted from the fact that those who led the reforms were young and not well versed in Vinaya Piṭaka and the history of Buddhist Orders. Conclusively, it is hard to deny that the Reformation Order also engaged in the power struggle to control the Order later though they tried to initiate reforms at the beginning. They shouted 'reforms' externally, but formed an alliance with the corrupted power internally. A number of the Council members who participated in voting for the third term of Seo Ui-hyeon were also included in the Reformation Conference along with the members of Beomjongchu. Thus, it is expected that such a phenomenon will recur in the future.
