| 抄録 | 우리 주변에는 실직·건강악화·가족해체·빈곤 등의 이유로 갑작스럽게 위기에 처하는 사람들이 상존하고 있으나, 한정된 정부의 공공재원만으로는 효과적인 대처가 불가능하다. 그래서 민간자원을 동원한 민간사회안전망의 구축이 필요한데, 특히 자비와 사랑을 실천하는 종교계의 참여가 필요하다. 불교는 사상적으로는 연기(緣起·불이(不二)·공업(共業)·보은(報恩) 사상 등 민간사회안전망을 직접 설명할 수 있는 기반을 갖추고 있으며, 역사적으로는 고려시대부터 오늘날까지 기근이나 재해가 닥치면 어려움을 겪는 사람들을 구휼하는데 앞장 서 왔다. 하지만 이와 같은 사상과 활동에도 불구하고 오늘날 불교교단은 민간사회안전망을 갖추지 못하고 있다. 이는 종단 부설 사회복지법인의 인력 부족과 중앙·본사·말사 간 사회복지 전달체계 미비에 기인하는 것으로 중앙과 교구 간 기능 배분, 중앙·교구본사·말사의 사회복지시설 간 연계 강화, 그리고 교구 단위의 불교사회복지협의체 구성을 통하여 극복할 수 있을 것이다.
Always there are people who come to a crisis suddenly because of unemployment, ingravescence, dissolution of family, and poverty. But the Government doesn't cope with these difficulties because public property is limited. Therefore the construction of nongovernmental social safety net is needed, especially the participation of religious world which practices mercy and love is needed.
In the side of thought, Buddhism has the thought of dependent origination(緣 起), gratitude(報恩), etc., and they explain nongovernmental social safety net directly. In the side of history, Buddhist order gives relief to the poor who was faced with famine and disaster from Goryeo Dynasty to the present.
Despite of suchlike thought and history, the present Buddhist order doesn't fulfill nongovernmental social safety. This result from a shortage of labor force in Buddhist social welfare foundation and a unpreparedness of social welfare delivery system between the headquarters of Korean Buddhism and branch temples. But these problems can be overcomed by the distribution of role between district head temple and branch temples and the construction of consultative group of Buddhist social welfare. |
