| 抄録 | 현재 세계의 여성 불교 지도자들은 상좌불교와 티베트불교에 비구니승가를 복구하기 위해 다방면으로 노력하고 있다. 상좌불교와 티베트불교에 여성 출가 수행자들이 없는 것은 아니다. 하지만 그들은 비구승가로부터 공식적으로 비구니로 인정받지 못하고 있다. 그러면 왜 상좌불교 국가에서 비구니승가를 복구하지 못하고 있는가? 한마디로 ‘二部僧(ubhato-saṅgha)’ 제도 때문이다. 이 제도는 ‘比丘尼 八敬法(aṭṭha garudhammā)’과도 직접적으로 관련이 있다.
『律藏』의 규정에 의하면, 비구니가 되기 위해서는 먼저 비구니승가에서 비구니계를 받고, 다시 비구승가에 가서 한번 더 비구니계를 받아야 한다. 그런데 역사적으로 상좌불교에서 비구니의 律脈은 단절되었기 때문에 비구니계를 전해줄 수 있는 자격을 갖춘 비구니가 이 지상에는 존재하지 않는다.
그렇다면 영원히 상좌불교 국가에서 비구니승가를 복구할 수 없는가? 상좌부의 장로들이 비구니승가를 복구할 의지만 있다면 가능하다고 본다. 장로들의 합의에 의해 단 한번만 二部僧持가 아닌 一部僧持로 비구니계를 설해 주면, 10년 후에는 비구니들에 의해 비구니계를 설할 수 있게 될 것이다. 그때 비구승가에서 다시 비구니계를 수계해 주면 상좌부 전통의 비구니승가는 완전히 복구될 것이다. 이것은 『율장』의 규정과 상좌부 전통을 크게 훼손하지 않으면서도 상좌부 전통의 비구니승가를 복구할 수 있는 가장 합리적인 방법일 것이라고 필자는 생각한다.
그러므로 이러한 『율장』의 규정과 절차를 무시하고 한국의 비구니들이 상좌부 비구니승가의 복구에 직접적으로 간여하는 것은 결코 바람직한 일이라고 할 수 없다. 그보다는 ‘다사실마따’나 ‘매지’들이 진정으로 비구니승가의 복구를 원할 때까지, 그리고 그들이 비구니승가를 복구한 뒤에도 자체적으로 說戒(授具羯磨)와 다른 여러 가지 羯磨를 행할 수 있는 능력이 될 때까지 물심양면으로 후원해 주고 지원해 주는 것이 우선되어야 할 것이다.
These days, women Buddhist leaders in the world are trying in a variety of ways to restore Bhikkhunī-saṅgha to its original state in Theravāda Buddhism and Tibetan Buddhism. It is not entirely true to argue that there are no women pabbajjā in Theravāda and Tibetan Buddhist countries. But Bhikkhu-saṅgha does not officially recognize them as Bhikkhunī-saṅgha. If so, why the Bhikkhunī-saṅgha is not restored to its former conditions in Theravada Buddhist countries? In short, the reason lies in the ubhato-saṅgha system. And, the ubhato-saṅgha system is directly related to the aṭṭha garudhammā for the Bhikkhunī-saṅgha.
According to the regulations of Vinaya-piṭaka, those who want to be Buddhist nuns should first receive the higher ordination (upasampadā) from Bhikkhunī-saṅgha and then obtain them once more from Bhikkhu-saṅgha. However, there does not exist any Bhikkhunī on earth with the authority to give the higher ordination to women Buddhists as the tradition of Bhikkhunī-saṅgha in Theravāda Buddhism has been broken off in history.
Then, is it permanently impossible to revive Bhikkhunī-saṅgha in Theravāda Buddhist countries? I believe that the determination of the highest Buddhist monks in Theravāda Buddhism will make the revival possible. If Bhikkhunī-sīla is given just for once to the nuns not under the ubhato-saṅgha system but under the ekaka-saṅgha system with the agreement of the highest monks, then in ten years Bhikkhunis themselves can grant Bhikkhunī-sīla to their juniors. At that time, if Bhikkhu- saṅgha grants Bhikkhunī-sīla again, Bhikkhunī-saṅgha in Theravāda Buddhist tradition will be completely restored. I suggest this is the most reasonable way to revive Bhikkhunī-saṅgha in Theravāda Buddhist tradition without damaging the regulations of Vinaya-piṭaka and the Theravāda Buddhism.
Therefore, it is not desirable by any means for Korean Bhikkhunis to be directly involved in the restoration of Bhikkhunī-saṅgha in Theravāda Buddhism, disregarding these regulations and procedures of Vinaya-piṭaka. Instead, it is rather preferable for Korean Bhikkhunis to support and aid 'dasa-sil-mātā' or 'mae ji' both spiritually and materially until they really long to restore Bhikkhunī-saṅgha and are able to carry out upasampadā-kamma and other various kinds of kamma on their own after the revival has been attained. |
