| 抄録 | 종책은 ‘종단의 정책’을 의미하는데, 조계종의 종책은 비전문적으로 연구되고 그 결정은 비분석적․정치적으로 이루어지는 경향이 강하다. 우선, 종책연구는 공식조직과 비공식조직에서 모두 비전문적으로 이루어지고 있는데, 공식조직은 행정업무를 중심으로 하면서 종책연구기능을 일부 수행하고 있으며, 비공식조직은 정치적인 성격으로 인하여 종책을 자파이익 중심으로 연구하고 있다.
또한 종책결정의 측면에서는, 정보부족과 이해관계의 대립으로 인하여 종책 문제파악과 종책 목표설정이 비분석적․정치적으로 이루어지고 있었다. 종책 대안탐색과 종책 비교평가도 종책결정자의 시간․능력부족, 종무행정조직의 과거 종책대안 우선 고려, 부서할거주의, 종책집단의 이기주의 등으로 인하여 비분석적이고 정치적으로 결정되고 있었다. 그리고 종책결정의 마지막 단계인 대안선택도 갈등관계에 있는 세력들이 공통기준에 합의를 하지 못하고 타협에 의하기 때문에 종책이 분석적이고 합리적이지 못하였다.
이와 같은 종책연구의 비전문성과 종책결정의 비분석성과 정치성은 통합 종책연구기관 설립과 중앙종회의 종책연구기능 강화를 통해서 일정 부분 해결될 수 있다. 우선, 통합종책연구기관의 설립은 종책연구의 시너지 효과 제고, 행정인력의 중복 해소, 연구인력의 충원, 특별보좌관의 전문성 제고 등의 효과가 있을 것으로 보인다.
또한 중앙종회의 종책연구기능은 공식적인 방안과 비공식적인 방안을 통해서 강화될 수 있다. 공식적인 방안으로는 직능대표선출의 객관성 강화, 중앙종회의원의 전문성 제고, 상임분과위원회 배정 시 전문성 배려 등을 들 수 있으며, 비공식적인 방안으로는 종책모임의 계파이익 지양과 종책경쟁 지향을 들 수 있다.
Jogye buddhist order studies the policies non-specially and determines them non-analytically․politically.
First of all, The study of policies of Jogye buddhist order is performed in formal and informal organizations. But the formal organizations execute the administrative affairs and the informal organizations study the policies in the interest of their party.
Also the determination of policies is accomplished non-analytically․politically. Grasping a problem and establishing a goal is accomplished too because of the insufficiency of information and the confrontation of interests. Searching and comparing an alternative idea is too because of the insufficiency of time and effort. And Selecting an alternative idea is accomplished too because of a mutual concession.
The non-speciality on study of the policies and the non-analytic․politic determination of the policies will be solved by establishing a unified research institute in headquarters of the Jogye buddhist order and strengthening the function of study for policies in the central council. |
