| 抄録 | 한국사회는 IMF 위기 이후 소득 불평등이 늘어나면서 중산층이 줄고 빈곤층이 증가하는 양극화가 가파르게 진행되고 있다. 현재 우리사회의 양극화는 경제적 양극화에서 사회적 양극화로 그리고 다시 의식적 양극화로 나아가고 있다. 이는 물질적인 측면에서 시작된 양극화가 나아가 정신적인 측면으로까지 진전됨을 의미하며, 이러한 현상은 사회를 첨예한 갈등의 구조로 정립시키고 있다. 양극화는 중도, 평등, 화합, 연기를 사상적․조직적 근간으로 하는 불교교단의 입장에서도 반드시 해소해야할 사회적 과제이다. 불교는 사회와 유리(遊離)되어 존재할 수 없으며, 종교조직의 주요 순기능이 사회통합이기에 더욱 그러하다. 그리고 불교사회복지는 그 주요한 방편이 될 수 있다. 대한불교조계종을 비롯한 불교교단이 향후 양극화 해소에 나섬에 있어서는 경제적․사회적 측면의 양극화와 의식적 양극화를 아우르며 고민하여야 한다. 먼저 경제적․사회적 측면에서는 불교NGO 활동을 통하여 분배정의에 기여하고, 민간사회안전망을 구축하여 중산층의 빈곤층 추락을 방지하며, 불교계 사회적 연결망을 구축하여 취업을 도와주는 방안들이 현실적으로 적합하다. 그리고 의식적 측면에서는 사회의 제반문제를 사회가 양극화되었다는 생각, 즉 양극화의 상(相)을 세워서 바라보는 사고방식에서 벗어나도록 하게하는 노력을 기울여야 한다.
Korean society, after the 1997-98 financial crisis, sees a rapid bi-polarization phenomenon in which there is a growing unbalance of income, leading to a reduced middle class and an increased poverty-stricken class. The bi-polarization is developing from economic bi-polarization to social bi-polarization and then to mental bi-polarization. This means that the material bi-polarization is developing into mental bi-polarization, turning society into a sharp confrontation structure. Bi-polarization must be resolved from the perspective of the Buddhist Community that embraces middle way, equality, unity and "dependent arising" as the foundations of thoughts and organizations. Notably, Buddhist Community is the area in which Buddhist thoughts are practiced in society, thus making it a skillful means for the Buddhist Community to contribute to addressing the bi-polarization. In tackling bi-polarization, Buddhist Community should seriously think of comprehensive bi-polarization including economic, social and mental bi-polarization. First, from the economic and social perspectives, practical measures should be taken to serve the justice of sharing through Buddhist NGO activities, to build a civilian social safety net with the aim of preventing the middle class from plummeting to a poverty-stricken class, and to build social networks between temples and Buddhism believers with the aim of helping with employment. And, from the mental perspectives, efforts should be made to shed the way of thinking that sees social problems as bi-polarized, namely, the perceptual image(相) of bi-polarization. |
