Because the Yuan Dynasty took measures suited to local conditions and respected the Buddhism in the Tibetan area, those created favourable conditions for development of the Tibetan Buddhist sects. As the oldest religious sect, Ningma sect had more factions, perfect step by step in religious doctrine and missionary methods, sustained extension temple and frequent contacts with the central government. Thus it can be seen that the Ningma sect's spread in Yuan Dynasty had entered a active stage.
