Dusi,the highest organization of Buddhism,had been established in Dunhuang to better manage Buddhist communities and to effectively control Tibetan as well as Chinese people during early Tibetan occupation,when violent contradiction appeared between Tibetan and Chinese people and the Tibetans were carrying out religious reform.It played an important role in the management of Buddhist affairs during the Tibetan occupation and the Return-to-Allegiance Army periods.
