In 1970s, Taiwan’s Ministry of Education lifted restrictions on the establishment of private schools at all levels. Hsuan Chuang University (HCU), established in the year 1997, is the fourth Buddhist educational institutions of higher education after the setup of a few other Buddhist institutions, such as Huafan, Tzu Chi, and Nanhua University. As in Hsinchu County, HCU is considered the fifth after National Tsing Hua University, National Chiao Tung University, National Hsinchu University of Education, and Chung Hua University. University is meant for higher education and serves as the center of academic research. At the same time, it also assumes the function of guiding social development and serving our society. The setup of a university is often the driving force behind social progress. There are several academic papers related to the establishment of Hsuan Chuang University and their contents are all about the process of building the school itself. In this paper, my main focuses will be on the land problems encountered in the process of developing the school and ways to overcome them. Discussions shall include acquisition of land rights, application for land use, re-test of cadastre to highlight the difficulties of developing a school.
