불교종단 부설 사회복지법인의 역할제고방안에 대한 연구－대한불교조계종 사회복지재단을 중심으로=A Study on the Device to improve on the Functions of Social Legal Welfare attached to Buddhist Orders－Centered on the Social legal welfare attached to the Jogye Orders of Korean Buddhism

摘要
불교는 자비사상에 입각하여 전통적으로 사회복지활동을 활발히 전개하여 왔으나, 조선시대 이후부터 숭유억불정책과 기독교 번성이라는 외부적 요인과 이로 인한 불교계의 사회복지에 대한 인식퇴조라는 내부적 요인이 복합적으로 작용하여 그 활동이 위축되어 왔다.불교계의 위축된 사회복지사업을 진작하기 위해서는 종단 차원의 관리와 지원이 필요한데, 이렇게 되기 위해서는 각 종단의 사회복지 대표기구인 불교종단 부설 사회복지들의 역할이 제고되어야 한다. 특히 절대다수의 사회복지법인과 사회복지시설을 운영하고 있는 조계종단의 부설 사회복지법인인 대한불교조계종 사회복지재단의 역할이 중요하다. 현재 불교종단 부설 사회복지법인에는 대한불교조계종 사회복지재단, 중앙복지원(한국불교태고종), 대한불교천태종 사회복지재단, 진각복지재단이 있다. 하지만 불교종단 부설 사회복지법인들은 공통적으로 사회복지시설들을 지휘통제할 행정권이 없으며, 인력이 부족하여 관리의 부재상태에 있으며, 불교의 정체성을 살릴 수 있는 사회복지 프로그램과 서비스를 제공하지 못하고 있으며, 불교계에 잠재되어 있는 인적물적 자원을 동원하지 못하고 있는 상황이다. 불교종단 부설 사회복지법인들이 이러한 상황을 극복하고 각 종단 사회복지 대표기구의 위상에 맞는 역할을 하기 위해서는 우선적으로 각 종단이 종헌종법의 정비를 통해서 단위사찰의 사회복지법인에 대한 행정권한을 불교종단 부설 사회복지법인에 부여하여야 한다. 그리고 불교종단 부설 사회복지법인들은 다음과 같은 기능의 수행을 통해서 역할을 제고하여야 한다.첫째, 불교사회복지의 정체성과 독자성을 확보하기 위한 활동을 하여야 한다. 이에는 스님의 불교사회복지 참여 확대종사자의 불교소양 제고직영시설의 확대, 그리고 불교사회복지 프로그램과 서비스의 보급 등이 있다. 둘째, 불교사회복지시설과 인력들 사이에 네트워크를 구축하여 필요한 정보를 교류하고 상호지원과 협력을 할 수 있도록 하여야 한다. 셋째, 후원 전담기구를 설치하고 공동모금방안을 제도화하여 불교사회복지의 물적 자원을 동원하여야 한다.
Buddhism which has the thought of mercy has done the activities of social welfare. But from the age of Chosun, these activities have been daunted by the interactions between policy to worship Confucianism and suppress Buddhism[崇儒抑佛], the prosperity of Christianity, and the buddhist's absence of cognition. Social legal welfare attached to buddhist orders have to do the guiding role to stimulate the activities of social welfare which was daunted today. Social legal welfare attached to the Jogye Orders of Korean Buddhism has to play an important part, because it has most facilities for social welfare. For social legal welfare attached to buddhist orders to play a role suitable to a representative agency for social welfare, buddhist orders give them authority to govern individual facilities of temples. Also, social legal welfare attached to buddhist orders have to execute the main points that are as follows. Firstly, they have to act for securing an identity of buddhism social welfare. Secondly, they have to establish the network between facilities and engager in buddhism social welfare. Lastly, they have to institute an organization to be wholly responsible for support and make institutional devices to a community chest to call material resources in buddhism social welfare.
