Shatra was a representative figure in the period from the last days of Qing Dynasty to the Beginning of the Republic of China.His attitude to the central government and his relations with the 13 th Dala Lama developed with the change of times.From 1890 to 1903,he at first was against making trade relations with Britain,then suggested to hold talks for peace in order to deal with the second invading Hsitsang started by Britain.He lost his post of Shape because of the power conflict with the 13 th Dala Lama.From 1904 to 1913,Shatra became the 13 th Dala Lama’s capable assistant to deal widi the conflict with the central government.He tried his best to seek help from Britain and was an Anglophile to make contact with English.From 1913 to 1919,he opposed the central government resume the authority of administering Hsitsang on one hand,and was against splitting Hsitsang from China on the other.Although he was chief Selon,he had no real power and his political relations with the 13 th Dala Lama was cold.
