The present paper discusses the meaning of Dhamma in the third formula of Ti-lakkhaṇa through the lens of the Theravāda Buddhism. Early Indian Buddhism describes the characteristics of all things in three statements: Sabbe saṇkhārā aniccā, Sabbe saṅkhārā dukkhā, Sabbe dhammā anattā, meaning all conditioned things are impermanent, all conditioned things are unsatisfactory, all phenomena are non-selves. While the first and second of the threefold formula state that all conditioned things (sabbe saṅkhārā) are impermanent (anicca) and subject to suffering (dukkha), the third of the threefold formula states that all phenomena (sabbe dhammā) are non-self (anattā). This provokes much controversy and misunderstanding as the Buddha himself do not give any systematic explanation. To solve the problem, three keywords, Dhamma, Anattā and Nirvāṇa should be examined. Buddhaghosa defines dhammas as those states which bear their own intrinsic natures (sabhāva), or which are borne by their conditions (paccaya). This definition conveys the idea that there is no enduring agent behind them and therefore, the same as the meaning of such expressions as Nissatta, Nijjīvatā, Suññatā, and Dhātu. This doctrine of impersonality (anattā-vāda) also applies to the unconditioned (asaṅkhata-dhamma), Nirvāṇa. It is in this sense that the Theravāda Ābhidhammika, too, says that all dhammas, i.e., the basic factors into which the conditioned reality is resolved and also the unconditioned reality of Nirvāṇa, are non-self. The reason why dhamma is not used in the first two formulas seems to be to exclude Nirvāṇa which is permanent and blissful. Therefore we can surmise that the Buddha used the term dhamma in the third formula in order to show that Nirvāṇa is a positive supramundane state and is without a soul.
