The Dunhuang Academy has been successful in confronting challenges caused by opening cultural heritage sites to tourists mainly because its cultural heritage system has remained unchanged. This ensures that there is always a legally established administrative institution able to fulfill the responsibilities and duties imposed by law, to establish and implement a long-term development plan, and to gather domestic and international experts in different fields to promote and improve cultural heritage conservation and tourism.
