A Han dynasty bamboo slip held in Yangguan Museum provides information about pursuing and capturing criminals, transportation, and the official system in the Han dynasty. The Xiuyinyuan at Tianshui was one of the "thirty-six horse breeding yuan(national institutions for horse breeding and management) " in the Han dynasty, and was located in the pastoral area ranging from Long County in Shaanxi to Qin’an County in Gansu. Its establishment was likely related to the opening of the Guanlong thoroughfare in the Han dynasty.
