최남선(崔南善, 1890-1957)은 한국 근대 대표적인 계몽사상가 가운데 한 명이다. 그는 1910년대 일본 유학 과정에서 조선인에게 민족으로서 자의식이 필요함을 깨달았다. 그것은 이후 최남선이 ‘조선의 고유성’을 찾게 된 계기이기도 했다. 그의 단군론이나 불함문화론은 이런 맥락에서 이해할 수 있다. 최남선은 1910년대 후반 조선불교가 조선 민족의 민성(民性)을 온전히 담고 있는 대표적인 문화임을 주장한다. 그는 이후 조선 민족의 불교로서 조선불교를 구상한다. 최남선은 1930년 「조선불교-그 동방문화사상의 지위」를 발표한다. 그는 이글에 조선불교가 세계문명사에서 이룩한 찬란한 성과를 소개하고, 조선불교가 조선 민족의 민성을 드러낸다고 주장한다. 그는 신라 승려 원효를 조선불교뿐만 아니라 조선 민족의 대표 인물로 제시한다. 또한 그는 원효 불교의 성격을 조선불교 및 조선 민족의 성격으로 확대한다. 특히 그는 원효 불교를 ‘통불교’로 규정하였다. 하지만 사실 ‘통불교’나 ‘불교통일’ 등의 개념은 최남선에 앞서 일본 메이지시기 유통됐고, 그것이 이미 국내로 유입됐다. 최남선은 분명 그 영향을 받아 ‘통불교’ 개념을 사용하였지만 그렇다고 그의 ‘조선불교론’ 전체가 일본에서 이식된 것은 아니다. 또한 그는 통불교 개념을 통해서 오히려 일본 불교계의 한국불교 인식에 대항했다고 볼 수 있다.
Choe Nam-seon (1890-1957) is a prominent enlightenment thinker in modern Korea. While studying in Japan in the 1910s, he developed a sense of national consciousness and believed that the Korean people (minjok) needed the same. To inspire this consciousness, Choe studied Dangun (檀君) and advocated for the “Treatise Bul-ham Culture” (不咸文化論) in the 1930s. In his article “Joseon bulgyo: Dongbang munhwasa sang-e inneun geu jiwi” (Korean Buddhism and its Position in the Cultural History of the Orient), Choe highlighted the achievements of Korean Buddhism and its originality, arguing that it reflects the national character of the Korean people. He particularly emphasized the importance of Wonhyo (元曉), a high priest in the Shil’la (新羅) Dynasty, as a representative figure of Korean Buddhism and the Korean people. Choe defined “Wonhyo Buddhism” as Tongbulgyo (Unified Buddhism), using this concept not only to understand Korean Buddhism but also to represent the identity of the Korean people. The idea of Tongbulgyo had already been circulated in Meiji (明治) Buddhism in Japan and was introduced to Korea in the 1910s. While Choe borrowed this concept, he also sought to counteract the prejudice of Japanese Buddhism that saw Korean Buddhism as merely an imitation of Chinese Buddhism.
