Sir Harold Walter Bailey (1899 – 1996) was an eminent English scholar of Khotanese, Sanskrit, and the comparative study of Iranian languages.

This 1979 dictionary contains the linguistic analysis and translation of all the Iranian words used in Professor Bailey's transcriptions of Saka manuscripts published in six volumes by Cambridge. It is the necessary key to the understanding of the texts, and to the linking of Khotan Saka into the Indo-European linguistic tradition.
