개혁종단의 종헌종법 개정 및 제정과 불교의 현대화 과정: 제28대 총무원의 종책과 종법 개정을 중심으로=Enactment and Revision of the Constitution of the Reformist Jogye Order and the Process of Modernizing Buddhism

摘要
본 연구는 1994년 출범하면서 월주스님이 이끈 제28대 총무원의 활동을 분석하였다. 대한불교조계종단은 1994년 4월 10일 승려대회를 계기로 큰 변화를 맞이하였다. 그리고 제28대 총무원장에 월주스님이 선출되었다. 이로 인해 새로운 개혁종단이 출범하였다. 월주스님은 종도들의 종단 개혁의 열망과 불교 현대화에 대한 기대감을 반영하여 개혁종단의 체계를 갖추고, 제도정비를 시작했다. 제28대 조계종 총무원은 종단개혁을 완성하면서 최조로 총무원장 중심제를 도입했고, 종단의 자주화, 민주화, 그리고 화합을 강조했다. 당시 총무원은 부족한 종단 재정을 확충하고, 각종 법령을 제정함으로써 개혁의 틀을 새로 만들었다. 그리고 깨달음의 사회화를 통해서 불교의 정신적 가치를 대사회적으로 선양하는데 크게 기여하였다.
The study analyzed the activities of the 28th General Staff of the Jogye Order led by Master Wolju in 1994. The Jogye Order of Korean Buddhism met with major reforms on April 10, 1994 at the Buddhist priesthood Convention. And Master Wolju was elected as the 28th the head of the Jogye Order. As a result, a new and reformed Jogye Order was launched.
Ven. Wolju created a reformist system and began to repair the system reflecting the Expectations of Modern Buddhism. The monks and their followers were eager to reform the Jogye Order. The 28th General Manager of the Jogye Order completed the reform. They introduced a system centered on the chief executive at the head of the Jogye Order and emphasized the independence, democracy and harmony of the group.
At that time, the general affairs officer created a new framework for reform by expanding the budget shortfall and enacting various laws. And through socialization of enlightenment, they greatly contributed to promoting the spiritual values of Buddhism.
